The Euan P. McFarlane Environmental Leadership Award

Dr. Joth Singh, Executive Director of the Barbados-headquartered Caribbean Conservation Association (CCA), is the recipient of the 2004 Euan P. McFarlane Award for Outstanding Environmental Leadership in the Caribbean.

The award, established in 1987, is named for Euan McFarlane of St. Croix, who was actively involved in environmental causes in the Caribbean until his death in 1983.

Dr. Singh was presented with the award, which includes a US$1, 000 unrestricted grant, by Mr. Bruce Potter of Island Resources Foundation (IRF), during the Opening Ceremony of the CCA's Conference and 38th Annual General Meeting, in Dominica last Monday.

The endowment establishing the Award was provided by Laurance S. Rockefeller, and the programme is administered by IRF, a non-governmental organization dedicated to improved environmental planning for small island development.

Dr. Singh's career has been one dedicated to environmental work. In 2001 he joined the CCA and during that time has piloted the organization through tremendous recovery and growth. He has ensured that the organization remains viable, active and meaningful, by improving its image, credibility and by reclaiming its leading role in environmental information, awareness arising, education and policy formulation.

To his credit are partnerships built with key organizations including the International Fund for Animal Welfare (IFAW), UNESCO and the Global Environment Facility. He has been instrumental in ensuring that the CCA has representation at major fora, among them the Association of Caribbean States (ACS), Specially Protected Areas and Wildlife/ Regional Activities Centre and the Organization of Eastern Caribbean States Technical Advisory Committee (OECS TAC).

Collaboration with regional agencies and organizations such as the Caribbean Regional Negotiating Machinery (CRNM) and the Caribbean Policy Development Centre (CPDC), particularly in relation to trade and environment has also been strengthened under his guidance.

Dr. Singh's belief in providing opportunities for youth involvement in environmental management is reflected in the CCA's collaborative arrangement with the Caribbean Youth Environmental Network (CYEN), on the Global Environmental Outlook for Youth in the Caribbean (GEO-YC) project, which is funded by the United Nations Environment Programme, UNEP.

Prior to joining the CCA, Dr. Singh was Director, Technical Services at the Caribbean Environmental Health Institute (CEHI), where he provided policy, scientific and technical advisory services in environmental management, research and monitoring to Caribbean Member States. He has also been actively involved in advising and reviewing Environmental Impact Assessments from throughout the Caribbean and has coordinated environmental surveillance activities in member states of CARICOM.

A national of Trinidad and Tobago, Dr. Singh's Doctorate in Environmental Chemistry is from the University of the West Indies, St. Augustine; his Masters Degree in Environmental Management from Imperial College at Wye, University of London; and he is also a Post Doctoral Fellow at Bedford Institute of Oceanography in Nova Scotia, Canada.
