His career has concentrated on the adaptation and development of information and decision support tools for improved management of development. He has consulted on management information systems for environmental management, economic planning and development activities. In addition, he has planned and implemented development projects for communities in tropical developing countries, including Central and South America and the Caribbean, Nigeria, Indonesia, and Chile.

Mr. Potter also has extensive experience in environmental consulting and the design of environmental information systems and Internet applications for small tropical islands, particularly in the Caribbean. 1989 to 1994, Mr. Potter worked for American Management Systems, where he focused principally on the organization and management of programs at the U.S. Environmental Protection Agency, including new environmental monitoring and assessment programs, combining leading-edge science, large-scale operations and complicated intergovernmental environmental management systems. In addition, Mr. Potter developed GIS and other map-based visualizations of research results.

For EPA's Office of Research and Development, Mr. Potter managed a series of projects to support overall management and communications strategies for the Environmental Monitoring and Assessment Program (EMAP), EPA's most extensive ecological assessment initiative. For EPA's Office of Water, Mr. Potter managed an engagement to assess and advise local managers of the Sarasota Bay National Estuaries Program on program structure and information system organization, including systems to monitor the impacts of tourism on the Bay.

For the Environmental Protection Agency's Office of Information Resources Management, Information Management and Services Division, Mr. Potter managed a major assessment and program strategy recommendations for the State-EPA Data Management (SEDM) Program. Under Mr. Potter's direction AMS staff performed logistic support, recording and analytical functions for this project in addition to formulating basic recommendations for the overall program assessment and a new program strategy based on that assessment.
