CURRENT POSITION
- 1997-present San Diego
Senior Associate, KEA Environmental. Position includes overall project management and senior social scientist responsibilities, for both domestic and international projects. Domestic projects include preparation of National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) documents, in addition to the types of work typical to both domestic and international projects, including research proposal and grant preparation, field research, research and management of secondary data sources, data analysis, and technical writing.
RECENT ISLAND RESOURCES FOUNDATION RELATED EXPERIENCE
- 1997 Director of Community Assessment component of Anegada Sea Turtle Recovery Project, Anegada, British Virgin Islands, for Island Resources Foundation.
Project involved comprehensive field research and community outreach to determine existing resource utilization patterns, and resulted in recommendations for endangered sea turtle management plans. This involved working with the central BVI government as well as local (Anegadian) entities regarding decentralization issues in resource utilization and conservation.
- 1996 - 1997 Principal Investigator, Senior Social Scientist and Project Manager on Rapid Socioeconomic Evaluation of the Proposed Marine Conservation District off St. John, United States Virgin Islands for the Caribbean Fishery Management Council.
This project involved an identification and description of existing user groups of the proposed MCD area, along with characterization of use types (such as commercial fishing, charter sport fishing, and commercial diving operations), including variation by geographic base, ethnicity, vessel class/type, gear types, and other socioeconomic and distributional factors. Additionally, a general level Social Impact Assessment has been provided that lays out preliminary findings regarding differential distribution of potential impacts along several dimensions, including the social and cultural differences between neighboring islands, and the influence this has on the types of impacts to be anticipated. Also of importance was the relationship of the centralized management agency (the Caribbean Fishery Management Council, based in Puerto Rico) to the local resource managers and users in the U.S. Virgin Islands.

Senior social scientist and project manager for the Technical Analysis of Proposed Pacific Pipeline Project: Socioeconomic Component for the City of Los Angeles. This project involved a socioeconomic impact analysis of a proposed crude oil pipeline through the City of Los Angeles, from the perspective of the city and its potentially impacted publics. This project has involved work with neighborhood and other local interest groups, and has spanned a number of social, cultural, and ethnic divisions. One prominent feature of the analysis was an environmental justice/environmental equity review utilizing Geographic Information Systems tools for distributional analysis.

This research built upon the earlier, more general research on broad options. The analysis looked at the distribution of impacts across industry sectors and regions, and included Alaska Native communities spanning several regions.

This work involved information dissemination to proposed district residents, as well as a multi-method survey and interview approach to gathering information on land owner and residents views and concerns with regard to the district and their properties.

Social scientist, field researcher, analyst, and writer on Social Assessment of the Kootenai National Forest for the U.S. Forest Service. This work involved gathering public input through extensive interviews in multiple communities on the adequacy of existing Forest management plans, current Forest use by various user groups, and response to proposed changes for future management plans in two primary counties (Lincoln and Sanders) and several secondary counties in Montana/Idaho, and contextualizing this input through ethnographic description. Responsible for field research and analysis for Sanders County field sites.

Project Manager and social scientist for the Socioeconomic Impact Assessment of the Proposed High-Level Nuclear Waste Repository at Yucca Mountain, Nevada. Project was conducted for Clark County Nevada, at the direction of the Clark County Nuclear Waste Steering Committee, composed of representatives of both the county and its constituent municipalities. This was a multidisciplinary project that involved economic-demographic/ fiscal, transportation, and emergency management and planning as its major analytic components. Responsible for overall project management of both field and analytic project phases, with emphasis in emergency planning and management and sociocultural analyses.

Senior social scientist, field researcher, analyst, and writer on North Pacific Fishery Management Council project for the Social Impact Assessment of proposed changes in bottomfish and crab regulatory schemes for the Gulf of Alaska and Bering Sea/Aleutian Islands fisheries, including Individual Fishing Quotas (IFQs) or License Limitation management approaches. This research required the analysis of existing secondary data combined with the gathering and analysis of primary data on fisheries participation and dependency by various harvest and processing industry sectors in both Alaska and the Pacific Northwest. Conducted field research in coastal communities in Alaska, Washington, and Oregon. Presented findings to NPFMC in April, 1995.

Responsible, in part, for field studies and analysis coordination and was primary coordinator of the project's third interim report that focused specifically on the social and psychological impacts of the spill. Conducted field research in the communities of Kenai, Seward, Soldotna, and Valdez. Final report completed November, 1990.

Conducted preliminary field investigation of impacts of a cyclohexane explosion in northern Italy. Federal (Rome) and local government officials and citizen group leaders were interviewed in the towns of Massa, Marina de Massa, and Carrara were interviewed for the purpose of describing the impacts of the accident on tourism in these seaside towns.
